1. GKS(한국 정부 장학생)로서의 경험과 이 프로그램을 통해 배운 것에 대해 말씀해 주십시오.

한국은 상위권의 대학들과 흥미로운 문화로 인해 빠른 속도로 국제 학생들에게는 인기 있는 목적지가 되고 있습니다. 한국은 디지털 기술 산업의 선두 주자이며, 인터넷이 고도로 연결된 가장 혁신적인 국가 중 하나입니다. 제가 학사 학위를 취득하고 재무부에 근무하던 때에 저에게 처음 한국 유학을 조언해주신 분은 2006년에 알제리 대학교의 임기태라는 한국어 선생님이셨습니다. 저는 Saddek Nessaibi이며, 알제리에서 왔습니다. 저는 한국에서 생활하고 공부하던 중이었으며, 경희대학교에서 한국어를 공부한 후 배재대학교에서 국제통상학 석사학위를 취득하기 위해 그곳으로 이사했습니다. 한국의 교육 환경은 경쟁이 매우 치열합니다. 한국인들은 교육, 특히 고등 교육을 매우 진지하게 생각합니다. 학생들은 선생님을 깊은 존경심으로 대하며 학업에 매우 진지하게 임합니다. 한국에는 제가 실제로 경험한 많은 대학교들이 있습니다. 한국 유학을 결정한 많은 학생은 한국에 관한 사전 지식이 전혀 없는 상태로 한국에 도착합니다. 처음에는 한국어를 하지 못할까 두려웠습니다. 그러나 저는 영어를 마스터하면서 동시에 한국어도 잘 해낼 수 있었습니다. 공부 외에도, 친구들과 어울리고 봉사활동에 참여하는 등 다양한 활동을 하는 시간도 가졌습니다. 게다가 한국의 종교의식에 대한 존중 덕분에 아무런 제약 없이 기도할 수 있었습니다. 또 날씨, 음식 그리고 고국과 조금 다른 것들에 빠르게 적응하기 시작했는데 특히 일찍 일어나고 늦게 귀가하는 한국의 습관에 적응하기 시작했습니다.

1. Please share your experience as a GKS scholar and what you have learned from this scholarship program.

South Korea is fast becoming a popular destination for international students to its high-ranking universities and interesting culture. South Korea is the leading force in the digital technology industry, being one of the most innovative countries with a highly internet-connected society. The first who advise me to study in Korea is a Korean teacher at the Algerian University named LIM GITEE in 2006 when I worked for Ministry of Finance after getting my Bachelor degree, however, I am Saddek Nessaibi, I am originally from Algiers, I was living and studying in South Korea and I moved there to get my master degree in International Trade from the Paichai University after studying Korean language from the University of Kyung Hee. The academic environment in Korea is highly competitive. Koreans take education- particularly high education- very seriously. Students treat their teachers with high respect and are extremely serious about their studies. Korea has a number of universities which I really experienced. Many students who decide to study abroad in Korea arrive with absolutely no prior Knowledge of Korea. At first, I was afraid that I would not know the Korean language; however, I was able to master it well as well mastering English language. Besides studying, I had the time for other activities, such as going out with friends and getting involved in volunteering activities. Moreover, Korean’s respect for religious rites made me able to practice my prayers without any restrictions. Also, I quickly started to adapt to the weather and food and other things which are a bit different from my home country, specially adapting to the Korean habits such as waking up early and come back to home very late.

2. 졸업 후 경험/이야기를 말씀해 주십시오.

귀국 후 저는 주알제리 한국대사관 산하의 한국국제협력단 ‘코이카(KOICA)’ 매니저로 일할 기회를 얻었습니다. 그 경험은 저에게 한국인처럼 열심히 일하고 한국 전문가들을 만나고 많은 것을 배울 기회가 되었습니다. KOICA는 알제리 정부에 농업, 어업, 직업 훈련 및 산업과 같은 많은 전문 연구를 입증했으며, 또한 KOICA는 스킥다(Skikda) 주와 우아르글라(Ouargla )주의 새우 양식장, 티아레(Tiaret)주의 종자 감자 연구소와 같은 알제리의 여러 프로젝트에서 작업하고 있습니다. 또한 저는 한국개발연구원(KDI)의 현지 고문이 되었습니다. NIIED를 통해 한국 학위를 취득한 최초의 알제리인으로서 저는 한국대사관으로부터 KGS 협회 회장직 제의를 받았습니다. 2014년에는 팔마 데 마요르카(Palma des Mallorca) 대학교에서 관광 마케팅 박사학위를 취득하기 위해 스페인에서 또 다른 새로운 경험을 했습니다. 실제로 박사학위를 취득한 후 알제리 대학교 경영학과 교수가 되었으며, ‘알제리와 한국의 상업 관계(2012년)’ 등 많은 논문을 발표했습니다. 저는 지금 두 권의 새로운 책을 집필하는 중입니다. 첫 번째 책은 관광 마케팅에 관한 책이고 두 번째 책은 국제 무역에 관한 책입니다.

2. Please share your experience/story after graduation.

After coming back to my home country, I get the opportunity to be manager for Korea International Cooperation Agency ‘KOICA’ bellow the Korean Embassy in Algeria. The experience gives me the opportunity to work hard as a Korean and to meet Korean experts and to learn a lot of things. KOICA agency proved for Algerian government many expertise studies such as agriculture fisheries vocational training and industry, also KOICA work on several projects in Algeria as Skikda and Ouargla provinces shrimp farms, Tiaret province seed potato laboratory. Furthermore I become a local advisor for Korean Development institute Korea Development Institute ‘KDI’. As the first Algerian who finished his Korean degree through NIIED, I was solicited by the Korean Embassy to be the president of KGS association. In 2014, I got another new experience in Spain to achieve my PHD in marketing of tourism at university of Palma des Mallorca. Actually, and after getting my PHD I am professor of management at the university of Algiers and I published many articles such as ’the commercial relation between Algeria and South Korea in 2012’. Now, I am working on two new books the first one on marketing of tourism the second one on international trade.



3. 장래 계획과 GKS 동문에 대한 의견/생각을 자세하게 설명해 주십시오.

알제리 GKS 동문회(GKS Alumni of Algeria)는 커뮤니티 구성원의 한국 경험을 바탕으로 한국 문화를 홍보할 계획이며, 단기 비전으로는 다음과 같은 다양한 분야에서 알제리 공무원의 직능을 개발하기 위해 한국의 전문성과 지식을 공유하는 것입니다.

관리 및 전자정부 역량 구축
교육 및 과학 연구 역량 구축
보건 부문의 경험 및 노하우 교환
운송
건설 및 도시 계획
경제 및 금융 등

이러한 활동을 위해 저희 동문은 알제리의 한국 대사관 및 KOICA 직원들과 긴밀하게 협력하고 있으며, 이러한 공식 기관들은 재정적 도움을 주는 등 전폭적인 지원을 해주고 있습니다. 언젠간 나의 나라 외에 공부할 기회가 주어졌을 때 세상은 훨씬 더 풍요롭고, 개방적이고, 신나는 것처럼 느껴집니다. 특히 한국과 같은 나라에서 공부할 기회를 얻게 된다면 알제리 같이 인적 및 기술적인 자원을 제공받은 나라가 한국처럼 경제적 기적을 이뤄낸 부분을 배울 수 있다고 생각합니다. 제가 조언하고 싶은 것은 두려워하지 말고 그 문화와 언어에 푹 빠져서 세계를 경험하고 즐기셨으면 합니다.

3. Please explain in detail your future plan and comments/thoughts for GKS Alumni.

The GKS Alumni of Algeria is planning to promote Korean culture according to the community members experience in South Korea, with a short-term vision is about sharing the Korean expertise and knowledge in order to develop Algerian officials skills in different fields such as:

Capacity building in education and scientific research;
Capacity building in management and E-government;
The exchange of experience and know-how in the sector of health;
The transport;
Construction and Towns plan;
The Economy and finance ect..

To achieve these activities our Alumni work closely with the Korean Embassy and KOICA staff in Algeria to those official institutions support us well in term of ;;; and with financial help . The world seems so much richer, open and exciting when you have the opportunity to study outside your home country specially South Korea to learn about this economic miracle from country received human aid to a country which provide human and technical assistant such as Algeria; so my advice is to take risks, immense yourself in the culture and language and enjoy the world experience.
